Drive Forest Hill Ave on a weekday around 8 a.m. and you'll see both stories at once. At 6801 Forest Hill, the line for Baltik's bagel shop spills toward the drive-thru. Half a mile up the road at 7131 Forest Hill, contractor trucks sit parked in front of a building that hasn't held a working restaurant in years. Put those two addresses side by side and you get a pretty honest read on what this corridor wants now, and what it's stopped waiting on.
I've worked Richmond's Southside for most of my 25 years in this business, and Stratford Hills is one of those neighborhoods people underestimate because it doesn't chase trends. It's steady. Families stay put here. And when a corridor like Forest Hill Ave shifts, even a little, it's worth understanding why before you assume it means the neighborhood is declining or improving. Usually it means something more specific than either.
One Building, Two Restaurants

The property at 7131 Forest Hill Ave sits inside the Shops at Stratford Hills, right alongside Target, Publix, Five Guys and Chick-fil-A, all of which are doing fine. The freestanding restaurant building next door has not been so lucky. It was an O'Charley's for years, then Hook & Reel Cajun Seafood, the chain's only Richmond location, moved in around 2021. By late 2025 it sat empty again.
What's changing: rather than waiting on a third restaurant tenant, Family Dental, the Virginia arm of Chicago-based Dental Dreams, filed a permit with the city to convert the space into a dental office. What it's not: a sign that Stratford Hills has soured on dining. It looks more like the property finally getting matched to a use the market will actually support.

From McDonald's to Dunkin' to a Line Out the Door

Chef Yero Rudzinskas opened Baltik's on October 14, 2024. His read on the market was simple: Richmond had a handful of independent bagel shops, and all of them sat in the city proper, Chewy's in Carytown, Nate's in the Fan. Nothing on the Southside. The bet: a drive-thru bagel shop with real parking, dropped into a neighborhood the trendier spots had skipped. The follow-through: a menu built around the "softie," a proprietary bagel sandwich that's become the shop's signature, and distribution now running through roughly 50 local markets from Glen Allen to Manchester.
Baltik's has done well enough that Rudzinskas bought the former Alamo BBQ building at 2202 Jefferson Ave in Church Hill for $560,000 in July 2026. He's been careful not to promise a second Baltik's location there. He's said publicly he wants to do right by a space Church Hill already loved, whatever that ends up being.
The Bigger Development Story
The Forest Hill Publix opened as Ukrops more than 15 years ago, became Martin's after the Ukrops sale, and settled in as Publix following the Food Lion/Martin's merger. Even the anchor tenants here have had a few chapters.
There's a third piece here that has nothing to do with restaurants. Bon Secours has been planning an urgent care center at the Shops at Stratford Hills since late 2023. The project slipped past its original 2024 target, but construction on the new outparcel building is underway now, with Bon Secours targeting a late 2026 opening. That same building will also house a Chipotle.
Not everyone in the neighborhood has welcomed the pace of change. Public comment threads on local coverage of the dental office conversion show some residents pushing back on added density and questioning whether the corridor needs more retail buildout at all. That pushback is worth taking seriously, even if it hasn't slowed the projects down. Growth that outpaces infrastructure or parking is a fair thing for homeowners to watch.
